“Civil disobedience is not our problem. Our problem is civil obedience. Our problem is that people all over the world have obeyed the dictates of leaders…and millions have been killed because of this obedience…Our problem is that people are obedient all over the world in the face of poverty and starvation and stupidity, and war, and cruelty. Our problem is that people are obedient while the jails are full of petty thieves… (and) the grand thieves are running the country. That’s our problem.”  시민의 불복종이 문제가 아니다. 우리의 문제는 시민의 복종이다. 세상사람들이 지도자의 명령에 복종해왔고, 이 복종 때문에 수 많은 사람들이 죽어갔다는 것이 우리의 문제다. 세상의 가난, 기아, 어리석음, 전쟁, 잔인에도 불구하고, 사람들이 복종적이란 것이 우리의 문제이다. 감옥에는 작은 걸 훔친 도둑들이 가득하지만 큰 도둑들이 나라를 운영하는데도 사람들이 복종적이라는 것이 우리의 문제다. 바로 이런 것들이 우리의 문제들이다.
