NOAM CHOMSKY, MIT: It is not a free trade agreement. It has nothing to do with "free trade." Virtually nothing. 흔히 말하는 자유무역협정이란 건 자유무역협정이 아니다. 이 자유무역협정은 "자유무역"과 전혀 상관이 없는 거다. 자유무역협정은 실제로 아무것도 아니다.

Tariffs are already very low, and changing the tariff agreements means essentially nothing. It is anti-free trade. 관세가 이미 낮은데, 그 낮은 관세를 변경한다는 건 본질적으로 무의미하다. 그래서 자유무역협정은 反자유 무역이다.

First off all, it is in secret. Remember it is virtually in secret, the population is not supposed to know about it. It is not totally in secret, the corporate lawyers and lobbyists who are writing it; it is not a secret to them. 우선, 자유무역협정은 비밀에 가려져있다. 자유무역협정은 실제로 비밀에 가려져 있다는 점을 기억하라. 그래서 대중은 그걸 알아선 안 된다. 그런데 자유무역협정이 완전히 비밀에 가려져 있는 건 아니다. 자유무역협정에 대해 옹호하는 글을 쓰고 있는 기업의 변호사나 로비스트들만큼은 그걸 알고 있으니까. 

So it is not a secret to the corporate world, it is not a secret to the state authority. It is just a secret to the population. 그래서 기업들에게는 자유무역협정이 비밀이 아니며, 아울러 국가권력에 있는 사람들에게도 그건 비밀이 아니다. 자유무역협정은 일반대중에게만 비밀이다.

Pieces have been leaked through Wikileaks. 자유무역협정에 관한 사항들이 위키릭스를 통해 새어나왔다.

One piece leaked was the "Intellectual Property Rights" section, which is one of the core elements of the agreement. Now what are intellectual property rights? It is a complicated word that means highly protectionist measures to ensure the exorbitant profits of American and international pharmaceutical and media corporations. That is anti-free trade. It is extreme protectionism in the interests of very wealthy and powerful parts of the corporate system. 그 중 하나가 "지적재산권"에 관한 항목인데, 이건 자유무역협정의 내용 중 핵심쟁점 중 하나이다. 그런데 무엇이 지적재산권인가? 이 말은 복잡한 개념이다. 미국 및 다국적 제약기업들과 언론기업들의 엄청나게 과도한 이익을 보증하기 위한 굉장히 보호무역주의적 조치를 의미하는 말이다. 그래서 자유무역협정은 反자유무역인 거다. 자유무역협정은 기업이란 시스템에서 가장 돈이 많고 힘이 막강한 자들의 이익에  대한 극단적인 보호무역주의이다. But other parts are --we don't have the details remember because it is secret-- a variety of "investor rights" provisions, to ensure the rights of investors against the population. 그런데 그 나머지 우리들은 그것에 대해 상세히 아는 바가 없다. 왜냐하면 그건 우리에겐 비밀이지만, 대중들에 대한 투자자들의 권익을 보증하기 위해, "투자자들의 권리"를 제공한 거니까. 

Take NAFTA, which we do know because it is there we can see, was also negotiated in secret but now it is public. 북미자유무역협정(NAFTA)를 예로 들어 보자. 이에 대해선 우리도 안다. 왜냐하면 우리가 볼 수 있게 공개된 상태니까. 그런데 이 북미자유무역협정도 비밀리에 협상을 진행되었으나, 이제 이 협정내용은 공개되어 있다.

A large part of it is guarantees of the rights of U.S. investors to what is called "national treatment" in Mexico, so if General Motors does business in Mexico, it has to be treated like a Mexican business. If a Mexican human being comes to the New York, he doesn't have the rights of an American citizen, quite the contrary can end up in prison for the rest of his life, but American businesses have to have the rights of Mexicans. 그런데 이 협정의 대부분은 멕시코에서 "내국인대우"를 받는 미국 투자자들의 권리를 보증하는 내용이다. 그래서 제너럴 모토스가 멕시코에서 사업을 할 경우, 멕시코 정부는 그들을 멕시코인이 하는 사업처럼 대우해야 하는 거다. 그런데 반대로 멕시코 사업가가 뉴욕에 와서 사업을 한다면, 그는 미국 시민과 같은 권리를 부여받지 못한다. (national treatment: 내국인 대우)

U.S. agro-business, highly subsidized agro-business, totally against free trade. Has to have the right to flood the Mexican market with produce that the Mexicans can't compete with of course. Which sets up the immigration crisis. 미국의 농업관련 산업, 정부의 보조를 많이 받는 농업관련 산업은 완전히 자유무역과 배치된다. (북미자유무역협정에 의하면) 미국의 농업관련 산업은 멕시코 시장에 자국의 농산물을 마꾸 뿌려놓아 멕시코가 도저히 미국과 경쟁이 안 되도록 만들 수 있는 권리를 행사하도록 만들었다.

That is NAFTA, but one of the [TPP] provisions allows a corporation --not you or me-- to sue a state if the state is taking measures which might potentially interfere with profits. 그게 바로 나프타(북미자유무역협정)라는 거다. 그런데 NAFTA의 TPP(초우라니움 처리공장) 관련조항에는, 만일 국가가 잠재적으로 그 기업의 이익에 개입하여 제동을 건다면, 여러분이나 제가 제소할 수 있는 힘이 없고, 단지 해당기업만이 제소할 수 있다는 단서가 있다. So if Mexico decides to set up an environmentally protected region where some American corporation wants to invest, they can sue Mexico for taking their "future profits" on the area Mexico is trying to protect. 그래서 만일 멕시코가 미국기업이 투자하고 싶어하는 지역을 환경을 위해 보호하겠다고 조치를 취한다면, 미국기업은 자신의 "미래 이익"을 보호하는 차원에서 멕시코를 제소할 수 있는 거다.

These are the kinds of provisions that you see in the trade agreements. 지금까지 얘기한 것들은 무역협정에서 여러분이 알 수 있는 것들이다. 

They're not free trade agreements, they're not about free trade. In fact, to a large extent they are not about trade at all, and they certainly are not agreements, people are mostly opposed to them, that's why they are in secret, so every word in "free trade organization" is just false. 그래서 이런 류의 무역협정들은 자유무역협정이 아니며, 자유무역과 연관된 것도 아니다. 사실상 이런 협정들은 결코 무역과 관련된 게 아니며, 분명히 협정도 아니기 때문에, 사람들이 대부분 반대하는 것이고, 바로 이런 이유 때문에 자유무역협정은 비밀에 부처져 대중이 모르게 진행되는 것이며, 그래서 "자유무역협정"이란 말은 단지 거짓말일 뿐이다.
