Qatar officials dismiss IS funding claims 카타르 당국 아이에스와 자금 연루설 일축

Senior officials from Qatar have strongly denied claims the country is supporting extremist groups in Syria such as Islamic State. 카타르 고위 관리들은 아이에스와 같은 시리아 내 극단주의자 그룹들을 지원하고 있다는 설을 강력히 부인했다

They told the BBC Qatar had provided support to moderate groups only, in co-ordination with the CIA and other Western and Arab intelligence agencies. 그들은 (카타르정부는) CIA와 기타 유럽 및 아랍 정보기관들과 공조하에 온건한 그룹들만 지원하고 있다고 비비시에 말했다.

Strict financial controls had been put in place, they added. 엄격한 재정적 콘트롤이 이뤄지고 있다고, 그들은 덧붙였다.

In the past, Qatar and donors there are believed to have financed and armed hardline Islamist groups in Syria. 과거에, 카타르와 기부자들은 시리아의  강경파 이슬람 그룹들에게 돈을 대고 무기지원을 해왔다고 전해지고 있다.

Doha is also believed to have links to the al-Nusra Front, an al-Qaeda affiliate. 도하 역시 알카에다의 연맹체인 알-누스라와 연관돼 있다고 전해진다.

Earlier this month a number of British MPs were reported to have questioned the UK's closeness to Qatar, amid the claims of the links to IS funding. 이 달 초순 많은 영국 하원의원들이 카타르의 아이에스 자금과 연루설 속에서 영국과 카타르가 너무 가까운 게 아닌가 하는 질문을 받은 것으로 전해졌다.

BBC security correspondent Frank Gardner says Qatar, a major investor in the UK through its sovereign wealth fund, has been stung by the allegations. 비비시 통신원 프랑크 가드너는 자국의 부유한 기금을 통해 영국의 주요한 투자자인 카타르는 아이에스와의 연루설에 휩싸였다.

Last week US Treasury official David Cohen said Qatar, along with Kuwait, was not doing enough to choke off funding for extremist groups. His department has imposed sanctions on individuals in Qatar for allegedly funding designated terror groups in countries including Syria. 지난 주 미재무성 관리 데이빗 코헨은 쿠웨이트와 함께 카타르는 극단주의자 그룹들을 위한 자금의 목줄을 끊는데 충분히 제 할일을 다하고 않았다고 말했다. 미재무성은 시리아를 포함한 여러 나라에서 활동하는 테러단체들에게 자금을 지원한다는 혐의 때문에, 카타르의 개인들에게 제재를 부여했다. 

'Nothing to hide' '숨길 게 없다'

The Qatari denial came ahead of a visit to the UK this week by Qatar's ruler Sheikh Tamim bin Hamad Al Thani. 카타르의 공식부인은 카타르의 통치자 세이크 타밈 빈 하맛 알 타니가 금주 영국방문을 앞두고 나왔다.

The officials, including Qatar's director of intelligence, told the BBC the country had nothing to hide over its support for groups in Syria fighting President Assad's regime.

The BBC's Frank Gardner said the officials conceded that there had been constant shifts in allegiances in Syria's civil war and some people previously considered moderate had later joined hard line Islamist militias.

They said that since Qatar's intelligence agency had taken over responsibility for its Syria policy in 2012, the new financial controls had been brought in and a number of suspect financiers had been arrested.

Since September, Qatar has been supporting the US-led military action against IS in Syria.

The Al Udeid Air Base, a highly-classified US facility from which all attack and surveillance missions in the region are co-ordinated by US Central Command, is located in the emirate.
