미국사회도 참 복잡한 사회이고, 문제가 많다. 미개한 나라에서나 볼 수 있는 아동결혼이 미국에서 흔히 벌어지고 있다는 기사를 읽고 미국스럽다는 생각이 다시 들었다. 많은 면에서 미국은 세계 최강이고, 어마어마한 나라인 것은 사실이지만, 삶의 질이나 행복, 이런 측면에서 보면, 결코 부러워할 나라는 못 된다는 생각이 든다. 거기도 서민들은 한국처럼 살기 힘들고 허덕대는 인생을 살고 있는 것처럼 보인다.

More than 200,000 children were married in the US over the past 15 years, new figures have revealed. 지난 15년간 미국에서 결혼한 미성년자는 20만 이상

Three 10-year-old girls and an 11-year-old boy were among the youngest to wed, under legal loopholes which allow minors to marry in certain circumstances. 특별한 경우에만 결혼이 허용되는 법의 헛점 아래 결혼한 미성년자들 중 가장 나이 어린 경우는 10살과 11살이었다. 

The minimum age for marriage across most of the US is 18, but every state has exemptions – such as parental consent or pregnancy – which allow younger children to tie the knot. 미국 대부분의 주에서 결혼 가능 최저 연령은 18세이나, 모든 주에는 예외를 두고 있다. 부모가 동의를 한다거나 임신을 했을 때 결혼하는 것을 허용하는 예외적인 경우를 말한다.

In May, the high-profile Republican governor for New Jersey declined to sign into law a measure that would have made his state the first to ban child marriage without exception. Chris Christie claimed it would conflict with religious customs. 금년 5월, 뉴저지 주지사는 예외 없이 아동 결혼을 금지하는 법안에 서명하지 않았다. 만일 서명을 했다면, 아동 결혼을 금하는 미국내 첫 州가 되었을 것이다.

At least 207,468 minors married in the US between 2000 and 2015, according to data compiled by Unchained At Last, a group campaigning to abolish child marriage, and investigative documentary series Frontline. 아동 결혼을 폐지하고자 운동을 하고 있는 단체(Unchained At Last)가 취합한 데이타에 의하면, 2000년부터 2015년까지  미국에서 최소한 207,468명의 미성년자가 결혼을 했다

The true figure is likely to be much higher because 10 states provided no or incomplete statistics. 진짜 숫자는 위보다 훨씬 높을 것이다. 왜냐하면 10개 주에서는 아예 통계를 안 보냈거나 불완전한 통계를 보냈기 때문이다.

Fraidy Reiss, the founder of Unchained at Last, said she was "literally shaking" when she first obtained data for New Jersey, where her group is based. 이 단체의 설립자 프레이디 레이스는 이 단체가 있는 뉴저지州의 데이터를 처음으로 얻었을 때 "문자그대로 몸이 떨렸다"고 말했다.

Nearly 3,500 children married in the state between 1995 and 2012.  뉴저지州에선 1995부터 2012년까지 거의 3,500명의 아동이 결혼을 했다.

The youngest wedded were three 10-year-old girls in Tennessee who married men aged 24, 25 and 31 in 2001. Most states set the age of sexual consent between 16 and 18 and a person can be charged with statutory rape for having sex with a minor. Yet many children were granted marriage licences, approved by judges, before they could legally consent to sex. 대부분의 주에선 16세에서 18세 사이를 성적 행위를 동의할 수 있는 나이로 정하고 있고, 미성년자와 섹스를 할 목적으로 법정 강간으로 기소될 수 있다. 그럼에도 법적으로 섹스에 동의할 수 있는 나이가 되기도 전에, 많은 아동들은 판사들이 승인여 결혼증이 부여되었다.

Only 14 per cent of the children who wedded were married to other minors. Most married a partner aged 18 to 29, with 60 per cent aged between 18 or 20. 

But in rare cases children were permitted to wed someone decades older. 

A 14-year-old girl married a 74-year-old man in Alabama, while a 17-year-old wed a 65-year-old groom in Idaho.

Child brides usually come from poor backgrounds, said Dr Nicholas Syrett, author of American Child Bride.

He added: "Almost all the evidence indicates that girls in cities don’t get married young, that girls from middle class or wealthy families, don’t get married young. This is a rural phenomenon and it is a phenomenon of poverty."

The bill vetoed by Mr Christie in May had already been approved by both houses of the legislature and would have made New Jersey the first state to outlaw child marriage.

He said it should have an exception so a judge can approve marriages for 16- and 17-year-olds, and the measure could still become law if the legislators resubmit the bill with his recommended changes.

Last month New York banned children aged under 17 from marrying. Previously minors as young as 14 were allowed to wed under state law providing they obtained parental and court permission.
