Japan ministers Yuko Obuchi and Midori Matsushima quit 일본 두 여성 장관 유코 오부치, 미도리 맛수시마 사퇴

Japan's Justice Minister Midori Matsushima has resigned, hours after the resignation of Trade and Industry Minister Yuko Obuchi. 거래산업부 장관 유코 오부치의 사임발표 있은지 몇 시간 뒤, 일본의 법무부 장관 미도리 맛수시마 마저 사퇴했다.

Ms Matsushima had been accused by the opposition of violating election laws. 맛수시마는 선거법을 위반했다는 의혹을 야당으로부터 제기 받아왔었다.

Ms Obuchi is alleged to have misused funds from her political support groups and other donations. 오부치는 정치지원단체들에게서 받은 돈들과 기타 기부금을 오용했다는 의혹을 제기 당해왔었다.

Correspondents say the resignations are a major setback for PM Shinzo Abe, who wants to bring more women into the top levels of government. 두 장관의 사퇴는 정부의 최고위 자리에 많은 여성들을 기용하기 원하는 수상 신조 아베에게 큰 타격이라고, 통신원은 전한다.

Mr Abe said he took responsibility for having appointed both women, and that they would be replaced within a day. Both are members of his governing conservative Liberal Democratic Party (LDP). 아베는 이 두 여성을 임명한 것에 대해 책임을 진다고 말했다. 그리고 하루가 가기 전 다른 사람들을 다시 임명한다고 말했다. 사퇴한 두 사람은 보수적인 진보자유당 소속이다.  

Ms Obuchi, 40, was one of five women appointed by Mr Abe in his cabinet reshuffle last month and was tipped by some as a future prime minister. 오부치는 아베가 지난 달 내각 개편 할 때 임명한 5명의 여성들 가운데 하나로 미래 수상감으로 찍힌 사람이었다.

But allegations emerged last week that her staff had misused thousands of dollars of campaign funds. 캠페인 자금인 수 천 달러를 그녀의 직원들이 오용했다는 의혹이 지난 주 되었다.

Ms Obuchi has not acknowledged personal wrongdoing, but at a televised press conference on Monday, she said she was resigning because "we cannot let economic policy and energy policy stagnate... because of my problems". 오부치는 개인적으로 잘못한 게 없다고 했다, 그러나 월요일 TV 기자회견에서, "자신의 문제로 인해 경제정책과 에너지 정책이 침체되게 할 수 없기" 때문에, 사퇴한다고 말했다.

"I take seriously the impact I have caused," she said. She also apologised for being unable to contribute to key goals set by Mr Abe, including economic recovery and "a society where women shine". "저는 저 때문에 생긴 문제를 심각하게 받아들입니다."고 그녀는 말했다. 그리고 그녀는  아베 수상이 제시한 핵심 목표들(경제회복과 여성이 빛을 발하는 사회의 건설 등)을 이행할 수 없음에 대해서도 사과를 하였다. 

Criminal complaint 범죄자 고발

Hours later Mr Abe announced that Ms Matsushima, 58, had also resigned. 몇 시간 뒤, 아베는 맛수시마(58세)가 사임했다고 발표했다.

She had distributed paper fans carrying her image and policies at a festival in her constituency, said NHK.  그녀는 자신의 선거구에서 있었던 축제 때 팬들에게 자신의 사진과 정책이 담긴 전단지를 나눠주었다.

The opposition Democratic Party filed a criminal complaint against her on Friday, and demanded her resignation, saying this was an apparent violation of election law and rules on usage of political funds. 야당 민주당은 금요일 그녀가 범죄자라고 고발을 했다. 그리고 이런 행위는 선거법과 정치모금의 사용법의 명백한 위반이므로 그녀는 사임을 해야한다고 요구했다.

The BBC's Japan correspondent Rupert Wingfield-Hayes says that this is not the end of Mr Abe's problems concerning his new female ministers. 비비시 일본 통신원 루퍼트 윙필드는 이 것이 아베의 신임 여성장관들과 관련되 문제의 끝이 아니라고 말한다.

Eriko Yamatani, minister in charge of the North Korean abduction issue, was shown in photographs with members of an ultra-nationalist group accused of hate speech against Japan's ethnic Korean community. 북한의 납치문제를 맡고 있는 장관 에리코 야마타니는 일본내 재일교포에 대한 증오성 발언으로 문제가 된 극단적 국가주의 그룹의 멤버들과 함께 사진을 찍은 적이 있다.

Mr Abe's first term as prime minister in 2006-2007 saw a string of scandals amongst his ministers, eventually leading to his own resignation for health reasons after just one year in office. 2006년부터 2007년까지 첫번째 임기동안 아베는 임기를 시작한 지 1년 만에 건강상의 이유로 사임하도록 만든, 장관들 중에 일련의 스캔들을 보았다.

1) 미래 (여성)수상감으로 지목되었던 오부치는 자신이 잘못한 것은 아니지만, 자신의 아래 사람들이 잘못 때문에 제기된 의혹에 대해 책임지고 물러난다는 기자회견, 남의 나라 일이지만, 부럽다.
